On Rep:
You can give someone rep for any reason, but most of the time you give rep when you think someone gave an answer to a question that helped out or started a topic that was really informative and helpful to other members.
When it comes to giving out rep, for example I could give skyholm rep only once in this post. I could not give it to him again in this thread but if he answered another question that help out I could give him rep in that thread.
Rep is a type of honor system, when someone helps you out or helps someone else out and you have noticed, you basically give them rep to thank them for helping out.
You should never just go around giving rep to people...
On Credits.
Lets say you went to a thread that I created and you thought it was an amazing thread or you just wanted to give me credit you would click on my name and then send me credits. BUT, you cannot send more credits then you already have in your account. You can give credits for any reason you want to, their is really no reason I could think of that would stop someone from giving away their own credits to anyone else that they wanted to give it to..
