The Liberty City Gangland





The Liberty City Gangland is an RPG group based off the criminal underworld. In the Liberty City Gangland there are numerous criminal organizations or crime families that compete against each other online in Grand Theft Auto IV. Each of these families is a centralized gang led by a boss with various other positions. In every game, each family tries to make money by controlling territory and waging war. The LCG focuses on creating a realistic simulation of the criminal underworld.

We also have a Police Force which has been added to the clan. The Role of the police is to balance the clan from strict Gang-style Turf wars. The Police will seek out Mobsters and arrest them for anything they can get.

We combine a gang/mafia family styled clan with a police force.

Gangland:

The Liberty City Gangland is divided into separate gangs. These groups may prefer other titles depending on their leader. Gangs are led and controlled by a boss, whether it be a Don or a Kingpin or another title. Bosses are in charge of everything that goes on in their gang. Each gang is split up into various levels of members and associates. Positions are determined by the gangs respective bosses and leader. The outline for a crime family typically follows this structure:

Boss--> Underboss-->Captain-->Soldier--> Recruit


The Commission


All of the gangs are loosely joined by the Commission. The Commission is a decision making and judicial body that serves to govern the LCG. It consists of the heads of each gang. It plays several major functions:

1. To act as a judicial body: The Commission is responsible for determining the punishment of a criminal or a gang in Liberty City. The outcome of many issues (e.g. a dispute over the murder of a "Made Man") is decided by the Commission. Punishments would come into play if there has been a violation of the rules of the Gangland. These rules exist to ensure profitability for everyone, as well as keeping the game fairly realistic and fun.

2. Set prices for criminal activities: The Commission leaders can determine the money values that all gangs make for the various criminal activities that they engage in. For example, it could change the value of drug trafficking based on supply and demand in the market. However, it would be unwise to simply make everything more valuable because of inflation (the value of money would decrease).

3. Negotiating peace and creating war: The Commission can play a role in negotiating peace treaties or waging war if necessary for its leaders. In the case of a peace treaty, the Commission would attempt to settle an agreement between two gangs if they are engaging in a war that is unprofitable to others. In the case of waging war, the Commission would jointly declare war upon a gang if it supporting the violation of rules or acting militantly against too many other gangs. It could become necessary to depose or take turf away from an overly-aggressive gang. However, this would not mean that the Commission would simply remove this gang from the city without a war or battle. Non-compliance with the commission would create any consequences outside of matches. It exists within games and if the case were to remove a player or a gang from the Liberty City Gangland, it would be a separate issue.


War

For various reasons, a war may be triggered between two gangs. Warfare can be waged in almost anyway a gang may choose, just as a long as it does not involve using RPGs or grenades. The most popular ways to fight are by drive by shooting, turf attacks, and ambushes. Wars can be waged until the sides involved agree to a meeting.
Meetings and Sit Downs
After a war, the members of two gangs may meet in order to discuss a peace treaty. The terms of peace treaties and the locations of Sit Downs is determined by the leaders of the involved gangs. Meetings and Sit Downs can also be arranged by the Commission of the Liberty City Gangland, where all bosses will discuss issues and the future of the underworld.

During wartime, a meeting can easily be disguised as an ambush by one gang to kill off all of the leaders of another. Currently, there are no rules against using Sit Downs in this way. However, it is unlikely that murdering people at an official Commission meeting will be taken lightly.

Criminal Market

The Criminal Market is an index of all the criminal activities that a gang can engage in. There are two levels of criminal activities: Minor and Major criminal activities.

Minor: There are no requirements to engage in Minor Criminal Activities. The amount from each is more with certain variables, such as controlling a dock. The minors are car theft, bootlegging, and robbery.

Major: There requirements to engage in most of these. They are worth significantly more than minor crimes and certain variables will increase their value even greater. The major crimes are drug trafficking, prostitution, human trafficking, racketeering/extortion, money laundering, and union control.

Territories
Each gang is responsible for controlling and maintaining their territories. The boundaries are determined by different neighborhoods in the city.
