This "lag" glitch can be used in both GTA IV and GTA TLAD..
Find a tugboat which is somewhere near between the 2nd and 3rd island.. If you find a tugboat, drive it all the way to happiness island by the litle ramp at the docks. This may take 15 minutes to drive because of a slow boat. Drive on to the ramp tapping the acceleration button.. And xtreme lag happens for a couple of minutes. (Repeat acceleration on to the ramp.)
